The SWEDD initiative, supported by international donors including the World Bank, focuses on women’s empowerment, gender equality, reproductive health, and social protection across Africa.

Gender-Based Violence (GBV) Specialist – Individual Consultant

Project Background
The Government of The Gambia has secured funding to implement development programs under the SWEDD Project, aimed at improving gender equality, reducing gender-based violence, and enhancing socio-economic outcomes for women and girls.
The Ministry of Health seeks to recruit a qualified Gender-Based Violence Specialist to support program implementation, policy development, and monitoring activities.
Job Purpose
The GBV Specialist will provide expert support in designing, implementing, and monitoring gender-based violence prevention and response strategies within the SWEDD framework.
This role focuses on strengthening gender-sensitive programming, safeguarding systems, and community engagement initiatives.
Key Responsibilities
- Develop and implement GBV prevention and response strategies aligned with project objectives
- Provide technical guidance on gender equality, safeguarding, and social inclusion
- Support integration of GBV considerations into health and development programs
- Conduct research, assessments, and policy analysis on GBV trends
- Strengthen monitoring and evaluation (M&E) systems for GBV interventions
- Collaborate with stakeholders including government agencies, NGOs, and community groups
- Build capacity through training, awareness campaigns, and technical support
- Ensure compliance with donor requirements and international safeguarding standards
- Prepare reports, policy briefs, and program documentation
Required Skills & Competencies
- Strong expertise in gender-based violence prevention and response
- Knowledge of public health, gender policies, and social protection systems
- Experience in monitoring and evaluation (M&E) frameworks
- Excellent research, analytical, and report writing skills
- Strong stakeholder engagement and communication abilities
- Ability to work within multilateral donor-funded projects
Qualifications & Experience
- Advanced degree in:
- Gender Studies
- Public Health
- Social Sciences
- Or a related field
- Proven experience in GBV programming, gender equality, or social development projects
- Experience working with government institutions, NGOs, or international development partners
- Familiarity with World Bank or donor-funded project procedures is an advantage
Selection Method
The consultant will be selected using the Individual Consultant Selection (ICS) method in line with procurement regulations for international development projects.
