OBJECTIVES OF THE ASSIGNMENT

The overarching objective of this consultancy is to support the development of a comprehensive, forward-looking, and implementable policy and strategy that is fully aligned with The Gambia’s national development priorities and international commitments. The consultant will ensure that the policy and strategy are coherent with relevant national development frameworks, sectoral policies, and reform initiatives, while also integrating emerging priorities such as digital transformation, climate resilience, and governance strengthening. The policy aims to ensure alignment with national development frameworks, sector strategies, and government reform priorities while promoting coherence and avoiding fragmentation. 

Specific Objectives of the Consultancy

The specific objectives of the consultancy are to:

  1. Review existing national development frameworks, sector policies, and relevant legal and institutional arrangements to identify alignment opportunities and gaps.
  2. Conduct stakeholder consultations with key government institutions, development partners, civil society organizations, and private sector actors to inform policy development.
  3. Develop a comprehensive policy that aligns with national priorities, governance reforms, and climate resilience initiatives.
  4. Propose an implementation framework, including institutional arrangements, roles and responsibilities, and coordination mechanisms.
  5. Develop a monitoring and evaluation framework with clear indicators, targets, and reporting mechanisms.
  6. Identify capacity-building needs and institutional strengthening requirements to support implementation.
  7.   Propose a resource mobilization and sustainability strategy to support effective implementation of the policy.
  8.   Ensure alignment with regional and international best practices and commitments relevant to The Gambia.
  9.  Support validation workshops and stakeholder engagement processes for finalization of the policy and strategy.
  10.   Deliver a final policy strategy document, including an implementation roadmap and action plan.

SCOPE OF WORK

The consultancy will undertake the following tasks:

Task 1: Situational Analysis and Diagnostic Review 

Task 2: Stakeholder Consultations

Task 3: Development of the National Communication Policy

Task 4: Development of the Implementation Strategy

Task 5: Development of Monitoring and Evaluation Framework

Task 6: Capacity Development and Knowledge Transfer

Task 7: Drafting and Finalization

DELIVERABLES

The consultancy is expected to produce the following deliverables:

Duration of Assignment: The consultancy is expected to be completed within four (4) months from the date of contract signing.

Required Qualifications and Experience

  • Master’s degree in communications, public policy, governance, journalism, or related field.
  • At least 10 years of professional experience in public policy development or strategic communication.
  • Demonstrated experience developing at least three national policies or communication strategies for government institutions or international development organizations.
  • Strong and proven understanding of public sector communication systems.
  • Experience working with international development partners is desirable.
  • Excellent technical writing skills and English language proficiency.
  • Experience in facilitating stakeholder engagements and ability to work with a diverse team.

Consultants will be selected in accordance with the Individual Consultancy Services (ICs) method set out in the Procurement Regulations.
