Job Overview

We are seeking a highly skilled and proactive Financial Technology (FinTech) Regulatory Affairs Specialist to join our Legal, Regulatory & Government Affairs team in Banjul. This pivotal role involves navigating the complex and evolving regulatory landscape for digital payments and FinTech services in The Gambia and the broader West African region. You will be the primary liaison between Visa and local regulatory bodies, including the Central Bank of The Gambia, ensuring our products and services comply with all national and international regulations. Key Responsibilities

  • Monitor, analyze, and interpret new and existing laws, regulations, and guidelines issued by the Central Bank of The Gambia and other relevant authorities impacting digital payments and FinTech.
  • Develop and maintain a comprehensive regulatory intelligence framework to track developments and assess their impact on Visa’s business operations and strategic initiatives.
  • Prepare and submit all necessary regulatory filings, applications, and reports to ensure full compliance with Gambian financial services regulations.
  • Serve as the primary point of contact for regulatory inquiries and examinations, coordinating responses and documentation across internal stakeholders.
  • Provide strategic regulatory advice and risk assessments to product development, business development, and compliance teams prior to the launch of new services or features.
  • Develop and deliver regulatory training programs for internal teams to build awareness and ensure company-wide adherence to compliance standards.
  • Represent Visa in industry forums, workshops, and consultations with regulators to advocate for balanced and progressive regulatory policies.
  • Collaborate with the global regulatory affairs team to align Gambia’s regulatory strategy with regional and international best practices and Visa’s global standards.
  • Conduct gap analyses of existing processes against new regulatory requirements and lead the implementation of necessary changes.

Required Skills

  • Expert knowledge of Gambian financial regulations, payment systems law, data protection laws (e.g., potential Data Protection Act), and anti-money laundering (AML) frameworks.
  • Strong analytical and research skills with the ability to interpret complex legal and regulatory texts and communicate their business implications clearly.
  • Excellent stakeholder management and communication skills, with proven ability to engage effectively with senior regulators and internal executives.
  • Proactive problem-solving ability and strategic thinking to navigate regulatory challenges and identify opportunities.
  • High degree of professional integrity, discretion, and sound judgment in handling sensitive and confidential information.
  • Project management skills to oversee multiple regulatory projects and deadlines simultaneously.
  • Familiarity with the technological aspects of digital payments, including APIs, blockchain, and mobile money systems.

Education

A Master’s degree (LL.M., MBA, or MSc) in Law, Finance, Economics, Regulatory Affairs, or a directly related field is required. A Bachelor of Laws (LL.B.) or a first degree in Finance or Economics is essential. Additional certifications such as a Certified Regulatory Compliance Manager (CRCM) or similar are a significant advantage. Continuous professional development in FinTech regulation is expected.

Experience

A minimum of 5-8 years of direct experience in regulatory affairs, compliance, or legal counsel roles within the financial services, FinTech, or telecommunications (mobile money) sectors. Must have demonstrable experience interacting with the Central Bank of The Gambia or similar financial regulatory authorities in West Africa. Experience in a multinational corporation or a top-tier financial institution is highly desirable. A proven track record of successfully managing regulatory applications and influencing policy is critical.
