Job Overview

The Program Monitoring Officer will support the design, implementation, and evaluation of UNDP’s flagship development programmes in The Gambia. Reporting to the Programme Manager, the incumbent will ensure that project activities are tracked against results frameworks, data quality is maintained, and lessons learned are documented for future scaling. The role involves close collaboration with field staff, government counterparts, and development partners to generate timely, accurate, and actionable insights. Key Responsibilities

• Develop and maintain monitoring and evaluation (M&E) tools, indicators, and data collection protocols for all assigned programmes.
• Collect, verify, and analyse quantitative and qualitative data to assess programme performance against targets.
• Prepare monthly, quarterly, and annual performance reports, including dashboards and visualisations for senior management and donors.
• Conduct field visits to verify data integrity, engage with beneficiaries, and identify implementation challenges.
• Facilitate learning workshops and knowledge‑sharing sessions to disseminate findings and best practices.
• Support the preparation of project proposals and logical frameworks, ensuring alignment with UNDP standards.
• Collaborate with finance and procurement teams to ensure that budgetary allocations correspond with reported outcomes.
• Maintain a comprehensive database of project indicators, outcomes, and impact assessments for future reference.

Required Skills

• Strong analytical abilities with proficiency in statistical software (e.g., SPSS, Stata, or R).
• Excellent written and verbal communication skills in English; French is an asset.
• Experience in designing M&E frameworks for development projects.
• Ability to work independently and as part of a multidisciplinary team.
• Attention to detail and commitment to data quality and integrity.
• Familiarity with UNDP’s results‑based management approach.
• Proficiency in Microsoft Office Suite, especially Excel and PowerPoint.

Education

A Bachelor’s degree in Development Studies, Economics, Statistics, Public Policy, or a related discipline is required. A Master’s degree or professional certification in Monitoring & Evaluation, Project Management, or International Development is highly desirable.

Experience

The ideal candidate will have 3‑5 years of hands‑on experience in monitoring and evaluation within international development, government programmes, or NGOs. Experience working in West Africa, particularly in The Gambia, will be considered an advantage.

Salary

The position offers a competitive salary range of SSP 150,000 to SSP 250,000 per month, commensurate with experience and qualifications. Salary is paid monthly and includes statutory benefits as per Gambian labour law.
